He graduated from the State Academy of İstanbul Engineering and Architecture (presently Yıldız Technical University ) Department of Chemical Engineering in 1972.
In 1979 he received his postgraduate degree from the University of LEEDS – UK in “ Fuel & Energy Engineering”.

Since 2015 he has been working as Project Director of Ersan Refinery Project.

Between 2014-2015 he was senior advisor for engineering and technology to the vice-president of SOCAR Baku.

Between 2013-2015 he worked with Rönesans Heavy Industry ( RHI ) as technical adviser to the General Manager for refinery and petrochemical projects in the Russian Federation and Turkey..

In 2009-2013 he was project and engineering manager of Adana DAPRAŞ refinery ( 10 MM TPY) project in the UK and Turkey.

Between 2006-2009 he worked with Teknokon Engineering and Process Equipments Manufacturing Comp. as director.

From 1994 to 2006 he worked for Foster Wheeler Bimaş Istanbul and Foster Wheeler Internatioan Milan, Reading offices as project control, project and technology sales –business development manager.

Between 1982-1994 he woked with Kuwait National Petroleum Cop.(KNPC), Mina Al Ahmadi Rafinery project group for engineering, construction and operation of newly built refinery project (340 KBPSD – full conversion refinery ).After liberation of Kuwait from Iraqi occupation he worked with Bechtel Int’l for rehabilitation and re-commissioning of petroleum facilities and refineries.

Mr.Ozbilen has extensive experiences with project, engineering and technologies of oil and gas proecessing projects.
